El Observatorio Turístico del Carchi ODETUR se localiza en la Universidad Politécnica Estatal del Carchi, en la ciudad de Tulcán. Tiene como funciones principales recolectar, analizar y difundir información relacionada con el turismo en la provincia del Carchi y su entorno; publicar resultados obtenidos a través de boletines y otros medios de difusión; establecer alianzas estratégicas con entidades públicas y privadas a nivel nacional e internacional; generar, monitorear y evaluar información relevante del fenómeno turístico en la provincia; y proporcionar información sobre el turismo como tema de interés local, nacional y regional, fomentando el aprendizaje, la innovación y la gestión.

The Carchi Tourism Observatory (ODETUR) is located at the State Polytechnic University of Carchi in the city of Tulcán. Its main functions include collecting, analyzing, and disseminating information related to tourism in the Carchi province and its surroundings; publishing results through bulletins and other dissemination channels; establishing strategic alliances with public and private entities at national and international levels; generating, monitoring, and evaluating relevant information on the tourism phenomenon in the province; and providing information about tourism as a topic of local, national, and regional interest, promoting learning, innovation, and management.
